SALARY: $44,000 – $55,000 (based upon credentials)

DED’s mission is to help Missourians prosper. The Strategy and Performance Division was established by Executive Order in 2019 to enable DED to enhance its long-term planning and use of data so that DED can more effectively carry out its internal and external operations.  DED seeks a deputy division director to help Strategy and Performance achieve its goals and help DED attain its mission.


·         Objective 1: Support strategy development

o   Build understanding of economic development strategy best practices

o   Analyze and synthesize Missouri’s various regional and statewide strategies that impact economic development.  Integrate those strategies into DED’s strategies.

o   Commission and ensure the successful execution  of external strategy development products including comparison to peer states

·         Objective 2: Research economic development topics

o   Provide research support for Regional Engagement team and their needs for local data insights.

o   Support trade missions and other high-profile events with custom research to support event goals.

o   Conduct other specialized research for important and emergent economic development topic areas such as workforce needs and housing availability.

o   Develop formal and informal cross-agency research collaborations with agencies and entities outside of DED.

o   Commission and ensure the successful execution of research efforts requiring significant effort and specialized expertise such as economic development agency comparisons and studies of target industries.

·         Objective 3: Analyze and contribute to policy priorities

o   Build understanding of DED’s policy priorities.

o   Support Legislative Director’s policy objectives and communication needs through research and analysis support, including simple projects with rapid turn-around requirements as well as in-depth projects with longer lead times.

o   Commission and ensure successful execution of external policy research from expert partners when policy analysis needs exceeds internal capacities.

·         Objective 4: Drive DED’s program evaluation efforts

o   Develop DED’s program evaluation schedule.

o   Commission program evaluation efforts related to DED’s incentive programs as well as workforce development efforts.

o   Develop longer term program evaluation priorities.


Bachelor’s degree or higher with an emphasis in Business or Public Administration, Finance, Community or Economic Development, Economics, or a related field.


Two years of relevant experience


Advanced degree, especially in public policy or public administration
Experience in academic and/or policy research
Experience in policy research and development

Exceptional written communication skills
Interpersonal and partnership skills
Knowledgeable in data analysis
