As an Economic Development Representative, you will perform the following duties:

Serves as an Economic Development Representative (EDR) responsible for advancing the mission of the agency through the strategic development, implementation, oversight, and evaluation of complex economic development initiatives within an assigned multi-state geographic area or specialized program portfolio. Serves as the agency's principal field representative and authoritative technical expert on economic development programs, policies, and investment strategies.

Provides expert leadership and consultation regarding the development, financing, implementation, and management of economic development projects and initiatives. Builds and sustains strategic partnerships that advance regional competitiveness, economic resilience, workforce development, innovation, infrastructure investment, and long-term economic growth.

Independently manages a pre-decisional investment portfolio of highly complex grants, cooperative agreements, and economic development projects involving significant Federal funding, multiple stakeholders, and projects that are highly visible or politically sensitive.

Serves as the principal point of contact for applicants, recipients, and partner organizations throughout initial phases of the investment process, from project conception and application development through award. May also serve as principal point of contact for post-award phases including implementation, monitoring, performance evaluation, and closeout. Provides authoritative guidance on program requirements, investment priorities, environmental and regulatory considerations, performance measures, and post-award administration.

Performs advanced economic, financial, and programmatic analyses involving complex economic conditions, industry trends, labor market dynamics, infrastructure needs, disaster recovery, regional competitiveness, and emerging economic opportunities. Applies quantitative and qualitative analytical methods to evaluate economic development strategies, assess project outcomes, identify systemic challenges, and formulate innovative recommendations that support agency objectives and national economic priorities.

Leads the planning, coordination, and execution of complex, cross-jurisdictional economic development initiatives requiring collaboration among Federal agencies, state and local governments, Tribal Nations, regional organizations, private industry, and nonprofit partners. Facilitates consensus among diverse stakeholders with competing interests and develops integrated strategies to achieve sustainable economic outcomes.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience:

• Providing technical assistance and guidance to customers on developing economic development projects and strategies.
• Analyzing and assessing project proposals using qualitative and quantitative evaluation methods, interpreting administrative policies and regulations, and applying priorities and precedents.
• Serving as a primary point of contact on programs and their requirements to cultivate long-term engagement and trust.
• Preparing comprehensive briefings, managing project databases and documents, developing program recommendations, and creating reports for agency leadership. 

Salary Range: The position is classified as a GS13 with a MO range, depending on specific location, of $106,000-141,880.
